Chrome Version: M:71 Latest canary

What steps will reproduce the problem?
(1) Put something in fullscreen (in my case, the new Sabrina remake on Netflix).
(2) Hover your mouse at the bottom of the screen to show the shelf.

What is the expected result?
Shelf shows up reliably.

What happens instead?
Shelf does not show up, I have to exit fullscreen, then show the shelf.

Sometimes if I go in and out of fullscreen, the shelf will be easier to un autohide.


Not sure what priority this should be,  but the bug is pretty unpleasant.
