Views-based user-add screen |

Issue descriptionThe user-add screen is currently based on mojo. We'd like to eliminate all webui surfaces that have user pods, so we should migrate this screen.

(In case you're not aware of it..) There is a special UI state for the user-add screen: if a non-corp account is the primary user, then it's not allowed to add the corp account as secondary user. When we did the web-ui login refresh, UX didn't provide spec for this corner case. So we could ask for UX's opinion now, or keep using this simple UI in the views implementation. Also, please note that eliminating all webui login code is still blocked by crbug.com/875128 (not sure if it can make M72, will have to finish demo mode M72 features first) :)

No need to make any UX changes to this screen as it will be going away in the near-ish future.
