Gmail Mousewheel Scrolling Broken On Initial Load (Works After Refresh)

1) Fire up Canary 72.0.3595.0.
2) Navigate to Gmail
3) Attempt to scroll using the mouse wheel.

EXPECTED: The view scrolls using the mouse wheel.
ACTUAL: The view does not scroll.

This is a regression from Dev 72.0.3590.0.

WORKAROUND: Refresh the page and scrolling should work again.

I've seen this. For me it scrolls when it first loads, and then stops being able to scroll after a while. And it's not just Gmail; I've seen this on Newsblur.

Correction. I just relaunched Canary (72.0.3595.0) and Gmail's scrolling was broken on a restored Gmail tab. When I reloaded that tab scrolling worked.
