Regression: Browser doesn't exit from fullscreen mode after holding 'F11' key

Issue description

Chrome Version: 72.0.3595.0 (Official Build) Revision 8f9f67d1faa88f5dece06904791789cf64c068be-refs/branch-heads/3595@{#1} (32/64-bit)

OS: Windows (7, 8, 8.1, 10) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and press and hold 'F11' key.
(2) Now Observe.

Actual Result: Browser does not exit from fullscreen mode after holding 'F11' key.

Expected Result: Browser should enter and exit fullscreen mode after holding 'F11' key.

This is a Regression issue seen from 'M-72' and below is the manual regression range:
Good Build: 72.0.3582.0 (Revision: 599848)
Bad Build:  72.0.3583.0 (Revision: 600163)

[Unable to provide bisect using 1) Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown and
				2) Chromium bisect script as "File is not a zip file" error message is thrown
Hence, providing suspect manually.)

@meilinw: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE:
1. Issue is also seen on M-72 Dev (build #72.0.3590.0).
2. Issue is not seen on Mac (10.13.1, 10.13.6, 10.14.1).

I am unable to reproduce this issue. Pressing F11 from the NTP goes into fullscreen. Pressing F11 from fullscreen exits fullscreen.

It is not an expectation that we support an F11 repeating character behavior in Chrome.
