What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://kill page and press Ctrl+S to save page.
(2) Now navigate to chrome://downloads page and press to Pause/ Resume button, observe.

Actual: Nothing happened after clicking on Pause/ Resume button in download page.

Expected: Download process should get Pause/ Resume in download page.

This is a non-regression issue, seen from 'M61'

Note: Issue is also seen on 'M70' build #70.0.3538.77,Beta build #72.0.3590.0 and Canary build #72.0.3594.0
