Regression: PIN code textbox is slightly shifted downwards in chrome://settings/autofill for Arabic.

Issue description

Chrome Version: 71.0.3578.27 (Official Build) d7850e07856a010c464bc7ea52e4ee10ca5965ce-refs/branch-heads/3578@{#361} (32/64-bit).
 	
OS: Win(7) only.

Pre-Condition: Change browser language to 'Arabic' from chrome://settings/languages and Relaunch the browser.
	       
What steps will reproduce the problem?
1. Open chrome, navigate to chrome://settings/autofill.
2. Click on 'Add' button for Address.
3. Observe textbox for PIN Code.
 
Actual Result: PIN code textbox is slightly shifted downwards when browser language changed to Arabic.

Expected Result: PIN code textbox should be properly aligned to its adjacent textbox

This is a regression issue, broken in M-70, and below is the bisect info:

Good Build:70.0.3515.0 (Revision:581085)
Bad Build: 70.0.3516.0 (Revision:581409)

scottchen@: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Issue is Win 7 specific and is not seen on Win(8,8.1,10), Mac(10.13.1,10.13.6,10.14.1) and Linux(14.04 LTS) OS.
2. Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
3. Hence provided suspect through 'Chromium bisect'.
4. Issue is also observed on Stable build #70.0.3538.77, Dev build #72.0.3590.0 and latest Canary build #72.0.3595.0

Hi..

Update:

Retested the above issue on Win 7 OS using latest Canary build #73.0.3644.0 and issue is fixed.
Now, PIN code textbox is properly aligned to its adjacent textbox.
