Pre-condition: To test, use such a page that has scrollbar.

What steps will reproduce the problem?
(1) Launch chrome and click middle wheel of mouse to auto-scroll the page.
(2) Now try to scroll the page using wheel from the starting position.
(3) Observe.

Actual Result: Page doesn't scroll using mouse wheel when the page is in auto-scroll mode.

Expected Result: Page should scroll using mouse wheel when the page is in auto-scroll mode.

This is a Regression issue seen from 'M-61' and below is the manual regression range:
Good Build: 61.0.3132.0 (Revision: 479901)
Bad Build:  61.0.3133.0 (Revision: 480259)

Using per-revision script, below is the bisect info:

You are probably looking for a change made after 479930 (known good), but no later than 479931 (first known bad).
