This is a really old regression and low severity so we're unlikely to prioritize in the near term.

This is an intended behavior to give priority to Autoscroll and touchscreen scrolling over wheel/touchpad scrolling: https://cs.chromium.org/chromium/src/content/browser/renderer_host/input/mouse_wheel_event_queue.cc?type=cs&q=mouse_wheel_event_queue&sq=package:chromium&g=0&l=105 The behavior is there to prevent unpredictable behaviors in cases that a user is trying to scroll with more than one method simultaneously |
