Non-Regression: Unnecessary Right-Arrow is seen on Vk in OOBE screen

Issue description

Chrome Version:72.0.3593.0/11203.0.0 dev channel Paine,Peppy,Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Enable On-screen keyboard
(2)Click on On-screen keyboard icon to pop-up Vk and observe unnecessary Right-Arrow on Vk even thought he other options like Hand writing input, layout, settings are disabled

Actual: Unnecessary Right-Arrow is seen on Vk in OOBE screen even thought he other options like Hand writing input, layout, settings are disabled
Expected: Either the Right-arrow button should not be seen or should be disabled.

This is a Non-Regression issue seen from 72.0.3593.0/11203.0.0 dev

I expect this will occur in any inputs where we disabled the keyboard options (primarily passwords).  

Before we added feature 893801, the behavior was as follows:
* For a11y keyboards, before the settings-arrow update, this panel would have been blank.
* For non-a11y keyboards, this panel would have been replaced with the numbers 0-9.

Can we go back to this behavior for now?
