Browser crash when opening Notifications setting page when in Public session

Steps To Reproduce:
(1) Enroll a device with an organization. Enable public session mode.
(2) Sign in with the public session mode of the organization.
(3) Open chrome://settings/content/notifications

Expected Result:
Notifications settings page appear.

Actual Result:
The browser crashes.
