[NTP]Buttons on confirmation message appears chopped on resizing the browser to LHS.

Issue description

Chrome Version: 71.0.3578.27 (Official Build) d7850e07856a010c464bc7ea52e4ee10ca5965ce-refs/branch-heads/3578@{#361} (32/64-bit) 

OS: Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1,10.13.6, 10.14.1).

Pre-Condition: Enable "Enable using the Google local NTP"  and "New Tab Page Custom Links" flags under chrome://flags and Relaunch the browser.

Steps to reproduce:
1. In chrome, Navigate to chrome://settings/fonts and set 'Minimum font size' to Huge.
2. Open NTP and resize the browser towards LHS. 
3. Click on 'Add shortcuts' button and add any shortcut. 
4. Observe.

Actual Result: Buttons on confirmation message ('UNDO' and 'Restore default shortcuts') appears chopped on resizing the browser.
Expected Result: Buttons on confirmation message should not be chopped on resizing the browser.

This is Non-regression issue seen from M-70 build #70.0.3510.0. Since, when confirmation message ('UNDO' and 'Restore default shortcuts') feature was introduced.

Note: 
Issue is also observed on Dev build #72.0.3590.0 and latest Canary build #72.0.3594.0

Update:
Rechecked this issue on Win(7,8,8.1,10), Linux(14.04 LTS) and Mac(10.13.1,10.13.6, 10.14.1) machines using latest Canary #72.0.3619.0 and issue is fixed. Hence adding TE-Verified labels.
