Regression: Nothing works when On-screen keyboard is enabled in guest user

Chrome Version:72.0.3593.0/11203.0.0 dev channel Paine,Peppy,Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Connect to Network>> I sign-in screen, click on Browse as Guest
(2)Now have some windows open and press overview button>>From ubertray, enable On-screen keyboard, now tab in overview mode, observe it doesn't work and even typing something also doesn't work like renaming a folder or typing something in browser etc.,

Actual: Nothing works when On-screen keyboard is enabled in guest user
Expected: Everything should work properly

This is a Regression issue as same is working fine in 72.0.3582.0/11168.0.0 dev

If this is related to crbug/893856 then we need to check in M71 also.

Hi Yingbing, could you PTAL? In guest mode, activating the IME extension breaks physical & virtual keyboard typing. I don't see any JavaScript errors though.

Note: you don't need to go into overview mode etc. just enable the a11y keyboard and you can see the keyboard is broken.

Actually, IME seems to sending the right key events to IMF, so the problem is probably in IMF. Assigning to Shu instead, thanks!
