Regression : Chrome allows to drag 'Folder' from bookmarks bar and drop it in tab-strip. (i.e Chrome uses folder name as search query)

Issue descriptionChrome Version : 71.0.3578.27 (Official Build) d7850e07856a010c464bc7ea52e4ee10ca5965ce-refs/branch-heads/3578@{#361} 64 bit OS : Mac(10.13.1, 10.13.6, 10.14.1) What steps will reproduce the problem? 1. Launch chrome, open NTP, right click on bookmarks bar and add a 'New folder' with any folder name. 2. Now, try to drag newly added folder and drop it in tab-strip. 3. Observe. Actual Result : Chrome allows to drag 'Folder' from bookmarks bar and drop it in tab-strip and then performs search action for folder name. Expected Result : Chrome should not allow user to drag folder from bookmarks bar and drop it in tab-strip. This is a regression issue broken in M-71 and below is the bisect information: Good Build : 71.0.3570.0 (Revision : 596429) Bad Build : 71.0.3571.0 (Revision : 596950) Chromium bisect URL: https://chromium.googlesource.com/chromium/src/+log/6bd8396acb447e99b39a858d7c201ec603cdd2f8..bb250616a7251d105e25d3e9422bb8ab0e6ce087 Suspecting : r596840 ? avi@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner. Note: 1. This is Mac OS specific issue and same can be reproduced in Windows(7,8,10) & Linux(14.04 LTS) OS 2. Able to reproduce issue in Canary #72.0.3594.0 and Dev build #72.0.3590.0 3. Unable to provide bisect using 'per-revision' script as it shows "We don't have enough builds.." error message for above regression range, hence provided suspect through 'Chromium bisect'. (Tried on other machines but still getting the same error) Thank you..!

Mac triage: not RBS and definitely Pri-3. We will also not target M71 with this.

***Mass UI Triage*** Just to update: Still we are able to reproduce the issue on latest canary #72.0.3610.0 on Mac(10.13.1, 10.13.4, 10.14.2) OS. @avi: Could you please take a look into this issue. Kindly find the attached screen-cast for reference. Thank you.
