When opening a file from the file manager in a Crostini app, if the app is already running and does not spawn a new window (e.g. the file is already open, or the app uses some sort of tabs), the app does not get focused. We could handle this by focusing e.g. the most recently active window for a given app. This repros in VSCode, gedit, gimp, etc.
