video_HangoutHardwarePerf: Report avarage of power consumption

crrev.com/c/1280483 removes raw data from keyvals acquired by power_status.PowerLogger.calc().
video_HangoutHardwarePerf returns the raw data and perf dashboard compute their average and shows
the average in the dashboard. Because this is infeasible now, I just report average to dashboard .
