touchpad tap on window drag bar causes window to move

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Open a new Chrome window. Browse to any content (or just leave it on the start page). 2. Change focus to any other window. (Can be another Chrome window, or any other app.) 3. Change focus back to the Chrome window by clicking (MUST BE DONE AS A TOUCHPAD TAP) on the gray bar along the top of that window (anywhere to the right of the "+" which will open a new tab). 4. Then click anywhere within the HTML content area of the Chrome window. This can either be a touchpad tap or full-on click. 5. The Chrome window moves to a new location on the screen. What is the expected behavior? Window should remain in the same place. What went wrong? Window moved. Did this work before? Yes 68 I think Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.10.5 Flash Version: A. This only happens when I am controlling the pointer using my MacBook's touchpad, and if I click by lightly tapping the touchpad (not pressing down for a click) B. This only happens if the first tap (the one that brings the Chrome window into focus) is on the window drag bar. If the first tap is within the web content area, the bug does not occur. C. I see this in both 69.0.3497.100 (stable channel) and 72.0.3594.0 (canary) D. I don't remember this happening until a couple weeks ago, so my guess is that this was a regression between 68 and 69.

Tried testing the issue on reported chrome version #69.0.3497.0 using Mac OS 10.13.1 by following below steps. Steps: ===== 1.Launched chrome and under system preferences->trackpad selected 'tab to click'. 2.Opened a window and searched for some content. 3.Opened another new window. 4.To change the focus clicked on the grey bar which is on the right side of the "+" button. 5.Clicked on the content area of the HTML and observed that it remained in the same place and window did not move. Attached screencast for reference. @reporter: Could you please review the attached screencast and let us know if anything is being missed here. Thanks.

The screencast looks like a good set of repro steps to me. I have confirmed that I also have "tap to click" enabled on my system. Perhaps it is a problem with my particular Mac OS version (10.10.5). Or my computer is just haunted. (But I don't see this problem with any other application) Is there somewhere I could download chrome 68 and see if it happens on my machine?
