db: missing dependency when building with glibc 2.27

With glibc 2.27,

db: make it builds with glibc 2.27

Newer glibc has dropped rpc headers and it removes some
functions. This makes db failed to build.
This patch adds the rpc support from libtirpc to fix that.

TEST=emerge-gale db with glibc 2.27 and glibc 2.23
