Extension badges are broken since updating to 71

Platform: 11151.11.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Update to 71.
2. Observe broken extension badges.

What is the expected behavior?
Extension badges should work as usual.

What went wrong?
Extension badges are empty.

Did this work before? Yes 69

Chrome version: 71.0.3578.21  Channel: beta
OS Version: 11151.11.0
Flash Version: 

Haven't tested 70, since it's not available for my device.
