Cannot mute/unmute tab by clicking speaker icon

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.20 Safari/537.36

Steps to reproduce the problem:
1. Open tab that has audio 
2. Click Speaker icon
3. 

What is the expected behavior?
Tab should mute

What went wrong?
Tab does not mute

Did this work before? Yes 

Chrome version: 71.0.3578.20  Channel: beta
OS Version: 10.0
Flash Version: 

It worked before, has the functionality been removed?

Thanks for filling the issue...

Tried to reproduce the issue on reported chrome version 71.0.3578.20 using Windows 10. Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Navigate to https://www.youtube.com as per screencast
3. Clicked on audio button 
As we are able to mute/unmute 

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end and retry this issue with fresh profile without any extensions  & apps or reset all the flags and let us know if issue still persists.

No I meant clicking the audio icon in the tab itself, next to the close button X

This issue seems to be similar to Issue:   892658  , hence merging into it and marking it as Duplicate and removing Needs-Bisect label.
