Chrome Version: Any in 70-71

Steps To Reproduce:
(1) Move mouse all the way down underneath an app and try to click
(2) Move mouse all the way down and to the left and try to click Home

Expected Result:
For (1) opens the app
For (2) opens Launcher

Actual Result:
Nothing, ignored

Similar results if you use touch. Pretty much the touch target doesn't include the edges. It should (see example of maximized Chrome window and move mouse all the way to the top right and see how the item is selected).
