Drop-down Menus are broken up with Blue Lines

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 11021.51.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.69 Safari/537.36
Platform: 11021.51.0 (Official Build) beta-channel kevin

Steps to reproduce the problem:
1. Visit the Date & Time section under settings
2. Open Drop-down menu to select new timezone
3. See content in the drop-down

What is the expected behavior?
Drop down is one column of information, sorted however best fit.

What went wrong?
The drop down is broken up by blue lines, and content jumps around when trying to select options.
