Launcher doesn't open on external monitor in extended mode

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.11.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.21 Safari/537.36 Platform: 11151.11.0 (Official Build) beta-channel lars Steps to reproduce the problem: 1. Launcher doesn't open on external monitor in extended mode. 2. Launcher open on external monitor only when I set zero brightness for the internal monitor or when I set mirroring mode. What is the expected behavior? Launcher should open on all connected monitors despite the the extended or mirrored mode and any brightness level of internal monitor. What went wrong? It looks like the Launcher opens somewhat out of the visible area. Did this work before? Yes previous beta version 70.0.3538.76 Chrome version: 71.0.3578.21 Channel: beta OS Version: 11151.11.0 Flash Version: 31.0.0.122 I Powerwashed my Chromebook and it didn't help. Then I realized that I am not alone who observed this issue, but didn't found any issue for this so I submitted this one.
