Task Bar Icons refresh on chrome launch

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Happens nearly every launch
2.

Task Bar Icons refresh nearly every time Chrome starts

Tested this issue On Windows 10 on the reported version 70.0.3538.77 and the latest Canary 72.0.3598.0 and unable to reproduce the issue.
On launching Chrome, cannot observe the task bar icons are refreshing.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Created a new profile - same thing happened - also when I deleted the shortcut from the desktop - that caused the icons to refresh too. I use Bitdefender so I wonder if it has anything to do with that ? Will uninstall BD and see what happens. I seem to recall seeing a thread somewhere else about Bitdefender!
