Steps to reproduce the problem:
1. install this extension
https://chrome.google.com/webstore/detail/pinjkilghdfhnkibhcangnpmcpdpmehk
2. open any website with image(eg: https://google.com)
3. open http://weibo.com and login(you need a weibo account)
4. right click on google logo image, and then click "把这张图片上传到微相册" menu
5. then progress notification would be shown persistent

What is the expected behavior?
The notification should be cleared.

What went wrong?
The notification can not be cleared.

Able to reproduce the issue on Windows 10 on the latest Stable 70.0.3538.77 and the latest Canary 72.0.3595.0.
Issue is not reproducible on Mac OS 10.13.6 and Ubuntu 17.10.

This is a Non-Regression issue as this is observed from M-66(66.0.3326.0) chrome build, from where the given extension is compatible with Chrome.
Hence marking this as Untriaged for further updates from Dev.

I remove `requireInteraction` flag of progress notification in master branch and production. Load `project/src` directory of tag-5.4.3 source code(https://github.com/Semibold/Weibo-Picture-Store/tree/5.4.3) if you want to reproduce this issue.
