Certificate and Cookies popup windows queue when clicked multiple times

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Click the lock icon in the URL bar and click on Certificate or Cookies 2. With the popup window open, click on the lock icon again and click on Certificate or Cookies multiple times 3. The windows will not open until you close the current popup window, then the next one will open, and again until the entire queue has opened and been closed What is the expected behavior? If you click on Certificate or Cookies while one of those popup windows are already open, it should close the current window and open the new one. What went wrong? It queued up the windows for every click and you have to close each successive window to return to normal navigation. Did this work before? N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: OS X 10.13.6 Flash Version:

Here is a screencast. I opened the Cookies popup and then clicked on the Certificate button a few times (You'll see that the cursor pauses over the button for a moment, I am clicking it a few times). Then the windows queue up.

Is this a different behavior than we had and/or have on other platforms? There's code in the dialog manager to queue up dialogs.

**UI mass Triage** Able to reproduce the issue on Mac OS 10.13.6 using chrome reported version-68.0.3440.106 & latest Canary 72.0.3615.0 as per steps mentioned in C#0. While clicking on Certificate or Cookies while one of those popup windows are already open, Could observe that the windows are queued for every click and you have to close each successive window to return to normal navigation This behavior is observed from M60 builds. Hence it is a non regression issue, marking it as Untriaged to get it addressed from dev team. Thanks!!
