Can you post a screenshot?
Do you have any files in Camera/Video/Contacts/Sound recorder folders?

Here is a screen shot

Can you scroll up "Choose an action" panel? Usually "File" action should be at the bottom of "Choose an action" panel.

Please, don't answer such a way
Of course, I can't scroll because no other options

Ok, so probably this is a Chrome's bug.

finnur@, peter@, please take a look at this issue.

I'm guessing (because it is not stated) that the test site here is pdfescape dot com. Well, I set a breakpoint in SelectFileDialog.java and notice that site doesn't specify any mime types/extensions in its accept list. Not sure if that's an issue here, but the request is forwarded to Android, which decides the list of available apps is limited to Camera, Camcorder, Sound Recorder and Contacts. I can't repro the issue on my phone, but I don't think this is a Chrome bug -- I think it's an Android issue. There are other mentions of such problems on the internet. Maybe this is related to what apps are default on the phone.
I am not an expert in what you say to answer if correct or not but my
problem happens with all websites

On other hand, it really annoys me because I can't add anything to any web

However I appreciate a lot your desire to help!
I guess you could try installing Firefox (or some other browser) on that device to see if the behavior is the same when uploading...?
I already did and the contacts changed to be documents as I could upload on Firefox but I didn't like it .. It wasn't fast as chrome but I could get a temporary solution for the chrome but by sacrificing my contacts so when I do disable the contacts the documents option shows up on chrome so I became able to upload
Just for my understanding, can you elaborate on what do you mean "sacrificing/disabling contacts"?
It means that I have to Delete all my contacts to get the documents option
to appear on the uploading options in chrome so I do have to go to
(Settings> Apps> All Apps > Contacts > Disable)
The contacts will be totally removed

Yeah, this sounds to me like an Android problem (or a configuration problem on your Android device). By disabling the Contacts app, it no longer appears in the Choose an Action dialog, which creates enough space in the dialog to show the Documents app.

Since this is beyond the reach of Chrome (to fix) and you have a workaround, so I'm closing this bug.
