PWA starts failing: "The [pwa] requires the following app: Chrome" CLOSE / INSTALL

Issue description

Steps to reproduce the problem:
1. add airhorn PWA at https://airhorner.com/ on android
2. try to run it 
3. 

What is the expected behavior?
run as expected

What went wrong?
 "The Air Horner requires the following app: Chrome" CLOSE / INSTALL

If I press INSTALL on the error dialog, play store opens up the chrome app page with the UNINSTALL & OPEN buttons which indicates Chrome has already been installed.
Fixed after resetting the phone

+WebAPK folks who have been working on this. The reporter seems to be using Android O, I thought this was limited to newer versions?

Yes, this was on P & Q. We has fixed it on pre-Q. On Q, if there isn't a default browser set, then it fixes as expected. But once a default browser is set, we found an Android API regression makes it is impossible to get all of the installed browser. see discussion b/112004374.

Hi Xi - thank you for the comment! Could you summarize the status (and solution?) for Android O in this bug, since the reporter can't access 851725?
This is a API regression on Android Q: Default Browser app shows only one Browser option after making a selection from multiple Browsers. A bug has been filed and I think someone has working on it (b/116216651).

So far there isn't a fix for it, since the API that we use to get all the installed browser only returns the default browser if set. We will track the progress on the Android side.

But if your device with Android pre-Q (P,O, ...), this has been fixed.
