a new repo is needed for Owen's code search experiments

it should be called "experimental/codesearch/grimoire/chromium/src"

I did gob-ctl with the following input:

create {
  repo: "chromium/experimental/codesearch/grimoire/chromium/src"
  owner: {mdb_group: "codesearch-external-eng"}
  reader: {all: USERS}
}
