Chrome Android SpeechSynthesis ignores utterance's voice & lang attributes for en, es and fr

Issue description

Steps to reproduce the problem:
1. In Chromium Android, load the attached html file. This sets an utterance to use a GB (i.e. British) voice.
2. Click on the 'tomato' button. This causes the browser to speak the word 'tomato'.
3. Note that the utterance's voice object is written to the screen and is GB.

What is the expected behavior?
Browser speaks 'to-mar-to' in British accent.

What went wrong?
Browser speaks 'to-may-lo' in US accent.

Chrome version: 72.0.3593.0  Channel: stable
OS Version: 7.0
Flash Version: 

If es_ES voice set, the es_US voice is used; if fr_CA set the fr_FR voice is used i.e. the problem exists where a language has voices for more than one country.

Desktop browsers function as expected.
