Please allow remapping of keyboard shortcuts on Chrome OS

Issue description

Google Chrome	71.0.3578.21 (Official Build) dev (64-bit)
Revision	a8eaa26553c695bf6c33340d637886b3f1e2c6a9-refs/branch-heads/3578@{#282}
Platform	11151.11.0 (Official Build) dev-channel eve

Splitting off from Issue 896907, could you please allow remapping of the built-in keyboard shortcuts?

In particular: on my old Mac laptop I used to use Cmd-Ctrl-{left arrow, right arrow} to move between tabs. Using Ctrl+Shift+Tab to go to the previous tab is causing wrist strain. I would like to be able to remap the "next tab" and "previous tab" keys.

Understood that this is not an easy feature request, as these shortcuts are currently hardcoded. Could this still please be considered?
