Overscroll down scrolls up

Desktop: Windows 10 1709 16299.726

1) Load a chromium bug with a bunch of text. 
2) Scroll down to the bottom.
3) Keep scrolling down with a mouse wheel (you may need to try multiple times)
4) Page will scroll up vertically.

Might be related to the mouse hardware as it doesn't repro with a different mouse.

Thanks Dave for the trace
I looked at it, dy is negative in a few GSU events and that causes the upward scrolling.
Closing the bug since the events that we receive from the hardware sometimes have the opposite direction and that's the cause of scrolling upward.
