Use SequenceChecker in SystemNetworkContextManager::URLLoaderFactoryForSystem.

The BrowserThread::UI thread is only available after the full browser starts. In the early startup, we need to use SequenceChecker to check whethter the URLLoaderFactoryForSystem is accessed on the same thread.
