When I try and download something it does not show a dialog, it just downloads to the folder specified in settings.

I'm not sure how to reproduce what's being shown in the video.
The final error "Use a shorter name" ( crbug.com/889636 ) has been fixed on version: 70.0.3538.69, M-70 started to roll-out last week and should fix that issue.

The initial error, where the save button is disabled, is due to not having any writable directory selected. We can see that it doesn't have any directory in the breadcrumbs,
This is condition that "shouldn't happen" :-) Eventually "My files" is selected, but "My files" isn't writable, then "Downloads" is selected using the "file list" (right hand side), then we get to bug I linked above.

Without having more information from logs, I suspect that the initial error, where there is no directory selected at all, it's this bug crbug.com/893161 This has been fixed on M-71 (unreleased yet).

brianrelph@ can you try to reproduce on M-70?

No reports back from original reporter ... closing out as the comments mention this should have been fixed in 71 and we haven't heard anything since.
