What steps will reproduce the problem?
(1) Have Chrome OS shelf set to autohide
(2) Use touchscreen to pull it up slightly

What is the expected result?
Button icons stay within each button's space

What happens instead?
Shelf overflow button (3 dots) has the icon move separately from the bounding button circle outline.
