bookmarks bar empty folder bug

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
       Edge:

What steps will reproduce the problem?
(1)Create two empty folders in the bookmarks bar
(2)open one up 
(3)move mouse between folders

What is the expected result?
to see (empty)

What happens instead?
the folder will increase the amount of (empty) by one each time you open it up by moving between folders (no clicking).

Please provide any additional information below. Attach a screenshot if
possible.

I can reproduce on 70.0.3538.77 Windows x64.
