Small UI glitch on the "new tab" page when hovering "shortcuts" elements

Reported by regis.ca...@gmail.com, Oct 26

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3590.0 Safari/537.36

Steps to reproduce the problem:
(1. Add some links to the page if you don't have any)
2. move you mouse over one link element

What is the expected behavior?

What went wrong?

Did this work before? Yes not sure

Chrome version: 72.0.3590.0 Channel: dev
OS Version: Ubuntu 18.10 up to date / gnome-shell
Flash Version:

might be related to 897652 (I'm not sure)

The issue seems to be related to Ubuntu 18.10, hence adding TE-NeedsTriageFromMTV for further investigation of the issue.

Thanks..!

Hi,

I can reproduce when using a new user (so not extension related) and I've no flags enabled (see screenshot).
