What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option ->  'Confirm your password' dialog box  is seen -> click on 'Cancel' and observe navigates to chrome://settings page
(2)Click on 'Screen lock' option ->  'Confirm your password' dialog box  is seen -> now enter password ->now Enable 'Show lock screen when...' -> go back to chrome://settings page
(3)Now again click on 'Screen lock' option ->  'Confirm your password' dialog box  is seen -> click on 'Cancel' and observe page does not navigates to chrome://settings page instead stays at chrome://settings/lockScreen

Expected: After clicking on 'Cancel' page should navigate to chrome://settings page 
Actual: Instead page does not navigates to chrome://settings page and stays at chrome://settings/lockScreen

This is Regression Issue as same is working fine on M-69

Note : Issue is also seen on M-70 & M-71
