Japanese kana layout setting lost after switching IME |

Issue descriptionChrome Version: (copy from chrome://version) OS: (e.g. Win10, MacOS 10.12, etc...) What steps will reproduce the problem? (1) Switch input method to Japanese (for Japanese keyboard) (2) go to keyboard settings, change layout from Romaji to Kana (3) at this point, keyboard layout changed, kana is shown on keys; (4) switch to US keyboard or any language other than Japanese (5) swtich back to Japanese IME What is the expected result? The layout setting (Kana) is persisted and respected when switched to Japanese IME again. What happens instead? keyboard layout changed to qwerty while keys still output kana. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
