Unified System Tray - Update green color in a11y & network detailed view

Color of them should be #28994F is currently it's darker, resulting in lower contrast. See the screenshot.

The issue is raised in a11y review: https://crbug.com/857324#c8 (3. and 4.)

Unified: Update green color in a11y detailed view.

According to UX spec, check icon shown on the right side of a11y
detailed view is 28994F. This change is important in terms of color
contrast.
