Regression: Crash is seen when language is changed to Arabic/Tamil or any other in OOBE screen

Chrome Version: 72.0.3591.0/11193.0.0 dev channel Peppy,Candy,Blaze
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE, change language to Arabic
(2)Observe crash

Actual: Crash is seen when langauge is changed to Arabic/Tamil or any other in OOBE screen
Expected: No such issue should  be seen

This is a Regression issue as same is working fine in 72.0.3582.0/11168.0.0 dev

As the description says, this also happened on some LTR languages. I will bisect.

I've found 1316c14aa was the first bad commit, however, it has already been reverted by
https://chromium-review.googlesource.com/c/chromium/src/+/1299198
I confirmed ToT is fine. Please verify with a newer build.
