arcapp.Sample times out on slow boards while install UI automator

Issue description

arcapp.Sample sometimes times out on some specific boards while installing UI automator.

I guess that's simply because the boards are slow. I'll try increasing the timeout.

arc: Increase the timeout to start UI automator.

On slow boards, it takes more than 30 seconds to install UI
automator because of heavy dex2oat.
