Open as window option for creating a shortcut is missing

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. go to google.com (or any url)
2. go to the Chrome menu button and select "More tools" then "Create shortcut ...".
3. there no longer is a check-box for "Open as window".

What is the expected behavior?
There should be a check-box to be able to open up the shortcut as a window, e.g. without the address bar, favorites bar, etc.

What went wrong?
There is no check box, and therefore can no longer create a window shortcut.

Able to reproduce the issue on reported chrome version #70.0.3538.77 and latest chrome #72.0.3592.0 using Windows 10 and Ubuntu 17.10 by following steps as per comment#0.The following is the bisect information.
Note: The create shortcut option is not available in Mac OS.

M71 Stable promotion is coming VERY soon. Your bug is labelled as Stable  ReleaseBlock, pls make sure to land the fix and request a merge into the release branch ASAP. Thank you.

This is WAI, windowed mode is the default for installable PWA sites while tabbed mode is the default for Create Shortcut.
It's still possible to change the launch behaviour via chrome://apps.
