The trial cert verifier doesn't get instantiated when the network service is enabled.

If this is still something that is needed, then it'll have to be moved to services/network and its dependencies/reporting mechanism converted to use mojo for IPC to the browser.

The first network service launch is planned for m71, so if by some good fortune we don't discover any serious bugs and stick, it would mean this isn't available in m71. But per Matt, this is currently only on dev/canary anyways.

So if you still need it, I suggest trying to port it before M72 branches on 11/29. Happy to go into more implementation detail if anything is unclear.
