Cannot confirm Powerwash from OOBE after fingerprint setup

Chrome Version: 71.0.3578.21
OS: Chrome
Device: nocturne

1. Start OOBE
2. Sign in with a @gmail.com account that already has sync enabled
3. Complete fingerprint setup (dunno if this is required)
4. See Google Play setup screens
5. Press Ctrl+Alt+Shift+R
6. Click "Powerwash"
7. Click "Continue" in confirmation dialog


Expected: Device reboots and shows powerwash confirmation
Actual: Dialog is dismissed, but device doesn't shut down; still at the "Reset this Chrome device" screen. You can indefinitely keep clicking "Powerwash" to go through the dialog with the same results.

Chrome OS: Force OOBE Powerwash screen to restart mode when user is logged in.

This cl ensures Powerwash screen will ask for restart if user has already
logged in.
