Chromevox announces "new line" only once if enter is repeatedly tapped.

Issue description

chromeos

1. visit this test URL on a chrome os machine, while running chromevox.
data:text/html,<button>test</button><textarea>frogs</textarea><button>end</button>
2. Focus the textarea. press right arrow, to ensure "frogs" is unselected.
3. Press enter multiple times.

What is the expected result?
Chromevox says "new line" on each enter key press.

What happens instead?
chrome vox says "new line" once, then is silent on each enter press.

Just to confirm, this is with key echo on?

I notice that enter is spoken with key echo on or off.

I'm reproducing with Search-A + T in all modes.

The first new line will be read, but none after that are read.
