What steps will reproduce the problem?
1. go to chrome://extensions/
2. put into "developer mode"
3. click "update"

What is the expected result?
my extensions/apps should update

What happens instead of that?
they don't actually update

specifically, i'm looking at Secure Shell, and i know these all have newer versions than what my system has, and i want to pull them onto my system to test them.

i've had this happen intermittently for a while now on other devices.  i've filed feedback using this bug number.
