OS: macOS 10.13.6 (17G65)

What steps will reproduce the problem?
1. pin a bunch of tabs (>15)
2. reduce chrome width 
3. notice tabs don't scroll horizontally (or minimize to a width based on available total width) 

What is the expected output? What do you see instead?
Expect user should have some control over tab navigation (h scroll or auto width like unpinned tabs behave)
