Duplication of (empty) folder labels in bookmarks bar

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36 Steps to reproduce the problem: 1. Create an empty folder in bookmarks bar. 2. Create another folder in bookmarks bar. 3. Click and release on the empty folder to show folder contents. The empty folder will have a menu with one (1) grey label titled '(empty)'. 4. Move the mouse to hover over the other folder. The original folder menu contents disappear, and the new folder contents appear. 5. Move the mouse back to hover over the empty folder. The empty folder menu contents will appear again, but this time, there are two '(empty)' labels. Mouse movements (step #4 & #5) can be repeated, and an additional '(empty)' label will be appended every iteration. What is the expected behavior? The menu of contents in the empty folder should only ever have one '(empty)' label. What went wrong? Multiple '(empty)' labels are appended on mouse movement and menu show/hide. Did this work before? N/A Chrome version: 70.0.3538.77 Channel: stable OS Version: 10.0 Flash Version: This issue only occurs in the bookmarks bar, and is not repeatable in the main menu or bookmarks manager.
