Can't move windows around on desktop

Issue description

Chrome Version       : 69.0.3497.100
OS Version: OS X 10.10.1
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Clicking Chrome Window bar - window will not move with cursor
2.
3.

What is the expected result?
Being able to move the window by clicking anywhere on the window bar.

What happens instead of that?
Nothing.

Please provide any additional information below. Attach a screenshot if
possible.
I know that you can move around by clicking the tab. That is not helpful.

Tried to reproduce this issue on reported chrome 69.0.3497.100 Using Mac 10.14.0 as of now we don't have Ubuntu 16.04.Attaching screencast for reference. 
Steps:
---------
1. Launched reported chrome 
2. Opened on new tab and as per comment #2, enabled chrome://flags > s per screencast
As we are able to move the window by clicking anywhere on the window bar

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here.Could you please upgrade to latest chrome stable 70.0.3538.77, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ". Let us know whether issue still persists.

The issue still persists. I am currently running Mac OS 10.10.1 not 10.14.0
could that be the problem?

Retried to reproduce this issue on reported chrome 69.0.3497.100 and latest chrome stable 70.0.3538.77 Using Mac 10.14.0, Mac 10.13.6 & (Retian), 10.13.1 and 10.12.6.
Steps:
---------
1. Launched reported chrome 
2. Opened new tab and as per comment #2, enabled chrome://flags 
As we are able to move the window by clicking anywhere on the window bar.

The issue seems to be related to Mac 10.10.1. Hence, adding label TE-NeedsTriageHelp for further investigation from dev team.

[Mac triage] Thanks for the report. In general, we target the newest bugfix release of each macOS version. 10.10.5 should be well-supported, but no promises about 10.10.1. It also sounds like your Chrome was a bit out of date. Could you try again with an up-to-date Chrome, and, if possible, upgrade the system to 10.10.5?
