Underline format does not apply or blinks after hitting Enter key until revisit the item

Steps to reproduce the problem:
1. Bring up the following page - https://codepen.io/arousset/pen/zmPpNg
2. type text on the line below the underlined example text 

What is the expected behavior?
The new text you are entering should render underlines properly on these platforms.

What went wrong?
Underline not being applied properly 

Did this work before? N/A

Route to Blink>Paint>Invalidation, it seems invalidation failed to invalidate text decoration.

Note: I could reproduce on Win10.
