The telemetry_Benchmarks.blink_perf.image_decoder.DEBUG file shows that timing info is successfully gathered for all the tests except blink_perf.image_decoder/decode-png-palette-opaque.html. It also shows an warning about not being able to import numpy. 

Expected Result: Benchmarks run

Actual Result: Benchmarks fail
